Township Manager William Close announces that Det. Sgt. Terrence Mulligan, Sgt. John Lamon, and Sgt. Dennis Proctor to be Promoted to rank of Lieutenant with the Sparta Township Police Department.
I am pleased and proud to announce that veteran Police Officers Terrence Mulligan, John Lamon, and Dennis Proctor are being promoted to the rank of Lieutenant with the Sparta Police Department. Upon review of the candidates eligible for promotion to this grade with Chief Spidaletto and his recommendations on same, I have decided to promote these three officers from within the organization. All these individuals have shown a positive attitude, strong work ethic, and many years of dedicated professional service to the Police Department. They will form the nucleus of Chief Spidaletto’s senior supervisory staff. Recent retirements of senior staff within the department, including former Chief Ernie Reigstad, have left openings within the organization and created an opportunity for the Township to make promotions. We would like to congratulate these officers on their respective promotions.
Detective Sgt. Mulligan has been with the department since 1997 and has most recently been heading up the Detective Bureau. He has previously served as Firearms Background Investigator for Sparta. Also, he has been honored as a M.A.D.D. honoree three times during his career and served as President of the Sussex County Detective’s Association for five years. He is a graduate of the Morris County Police & Fire Academy. Lieutenant Mulligan has a Masters of Administrative Science from Fairleigh Dickinson University and received his Bachelor of Arts in Public Administration from there as well.
Sgt. John Lamon heads up one of the patrol squads in the department and is a 24 year veteran of the department. During his career he has served as an Undercover Narcotics Officer with the Sussex County Prosecutor’s Office Task Force; Radar Instructor; Firearms Instructor, Accident Investigator, and Active Shooter Response Instructor. He is a graduate of William Paterson University.
Sgt. Dennis Proctor has been with the Sparta Police Department since 1993. During his career he has headed up a squad in the Patrol Division; served as a Field Training Officer; Accident Investigator, and Public Information Officer. He, too, is a graduate of the Morris County Public Safety Academy. Lieutenant Proctor graduated from Drew University.
I am very proud of the dedicated professionals within our Police Department. It is that dedication, of both officers and support staff, that enable them to provide a safe community for the residents and businesses in the Sparta community. The promotion of Lieutenants Mulligan, Lamon, and Proctor will ensure the continued success of the Sparta Police Department in serving the citizens of the municipality and providing for their safety.
